StormCard
About the project
StormCard turns a Miami-Dade location into a one-page hurricane action plan in Kreyòl, Español or English, and keeps answering questions when the internet goes down.
Who it helps: residents with the fewest options when a storm comes, like Madame Joseph (a composite): 74, Little Haiti, Creole-only, no car, a small dog. Track 01 · Four Forces, One City (Air: hurricane readiness and failing cell networks; Water: storm surge).
What she gets in under a minute:
- Her storm surge zone and her next 3 steps, one tap each
- Need a ride? The nearest county evacuation bus pickup with a walking route on real county streets, and Point my way: her camera becomes a compass toward the stop
- Shelter candidates that fit her household (pets, special-needs shelters), the top pick marked “GO HERE”
- SOS: a “Read this to 911” summary (location, Creole interpreter, household) above Call 911, plus a pre-written text to family. Nothing ever dials or sends by itself.
- Ask: an AI agent that answers follow-up questions and shows every step it takes, e.g. “What should I do right now?” checks her zone, finds the bus stop, builds her packing list and writes a 3-step plan.
- A green/red online/offline light. Offline, answers come from the open-weight Gemma 4 model running locally on the device.
How it works: facts by code, words by model. Zones, shelters, 129 county evacuation bus pickups and ~15,000 street segments come from Miami-Dade and Florida DEM data and are inserted by code. Gemma 4 only writes the words, and a grounding check blocks any invented place, address, phone or zone. Evals: 35/36 online cards pass across 3 languages with 0 rule violations.
Not an official Miami-Dade product. Always follow official orders and call 311.
